Project 113: Provision of Specialised Equipment and Consumables to Manage CBRN Incident Prepardness and Response in South East Asia Countries

Context

Chemical (C), Biological (B), Radiological (R) and Nuclear (N) incidents require rapid, coordinated, and technically sound responses. While preparedness planning and training are essential, effective response also depends on the availability of reliable and interoperable equipment.

EU CBRN CoE Project 113 – PEPSEA ensures that South East Asian partner countries are equipped with the specialised tools and consumables necessary to manage CBRN incident preparedness and response, thereby reinforcing and complementing the broader capacity-building activities provided by concurrent Project 98 – EMED focusing on strengthening CBRN medical emergency preparedness and response in South East Asia.

The project responds directly to needs identified during EU CBRN CoE Strategic Coordination (“CBRN Roundtable”) Meetings and through consultations with National Focal Points (NFPs) in the region.

Overall objective

This project aims to strengthen CBRN emergency preparedness and response in Partner Countries in South East Asia (SEA) in response to CBRN incidents, crises and events.

Specific objectives

  • To supply partner countries with priority CBRN response equipment and consumables identified through regional coordination mechanisms and validated national needs assessments.
  • To ensure the safe, effective and sustainable use of delivered equipment through structured on-site end-user training programmes.
  • To strengthen operational readiness by integrating newly delivered equipment into national CBRN response frameworks, standard operating procedures (SOPs), and inter-agency coordination mechanisms.

Concrete activities

  • Provision of specialised CBRN equipment and consumables to eight South East Asian partner countries, based on needs identified during EU CBRN CoE Regional (“CBRN Roundtable”) consultations and confirmed by National Focal Points.
  • Delivery of on-site end-user training in each partner country to ensure safe and effective operation, maintenance and troubleshooting. 

Expected results

  • Equipment and consumables delivered and operational in designated national institutions in eight partner countries.
  • End-users trained and competent in safe and effective operation of delivered equipment.
  • Strengthened national capacity to respond to chemical, biological, radiological and nuclear incidents.

Expected achievements

  • Enhanced interoperability and standardisation of CBRN response capacities across South East Asian partner countries.
  • Increased sustainability of CBRN preparedness efforts through strengthened technical expertise in equipment maintenance, troubleshooting and lifecycle management.
  • Greater regional coherence in CBRN emergency response, supported by harmonised tools, trained personnel, and reinforced coordination between health, civil protection and security stakeholders.
