Turning climate change risks to security into peace and resilience

Climate change is reshaping global security, acting as a threat multiplier in fragile contexts and putting pressure on critical systems worldwide. Rising temperatures, extreme weather, and changing rainfall patterns are putting pressure on food, water, and natural resources. In fragile areas, these stresses can fuel conflict, drive people from their homes, and weaken already vulnerable systems. 

As natural resources become scarcer, competition grows. This can strain governments, deepen social tensions, and increase instability. Climate-related displacement is also expected to rise, creating humanitarian and legal challenges. 

The EU works with partner countries and organisations to tackle these risks through a combined approach, linking climate mitigation and adaptation with conflict prevention, resilience-building, and inclusive governance.
