CT INFLOW’s EMISA network strengthens counter-terrorism cooperation

Established by CEPOL under the CT INFLOW II project of the EU Global Threats Programme, the Enhanced Mechanism for Information Sharing and Analysis (EMISA) serves as a key platform for strategic dialogue among counter-terrorism practitioners from the EU and partner countries. Through its eight thematic working groups, the network supports a shared understanding of evolving threats and strengthens partners’ capacity to exchange information and develop coordinated, evidence-based responses.

EMISA brought together experts from EU Member States and partner countries through a series of joint activities, followed by its annual co-chairs meeting. These engagements demonstrated how thematic expertise can be connected to address cross-cutting security challenges.

CT INFLOW’s EMISA network strengthens counter-terrorism

From 14 to 16 October, two EMISA working groups met in Tunis for a joint seminar focused on cooperation as a tool for countering and preventing violent extremism. Discussions highlighted the importance of multi-agency collaboration in mitigating radicalisation risks and strengthening preventive approaches.

This was followed by a workshop held in Vienna from 10 to 14 November, where representatives from two additional working groups examined the implications of artificial intelligence and hybrid threats. Participants explored the growing convergence between terrorism, organised crime and vulnerabilities affecting critical infrastructure, identifying shared challenges and opportunities for coordinated responses.

Complementing these thematic exchanges, the annual EMISA co-chairs meeting took place on 24–25 November at CEPOL Headquarters in Budapest. Bringing together the co-chairs from all working groups, the meeting provided a strategic forum to review progress achieved in 2025, assess evolving priorities, and agree on work plans and implementation timelines for 2026. In doing so, CT INFLOW reinforced its role within the European Union’s broader counter-terrorism efforts, supporting a more coherent, coordinated and forward-looking response to shared security.

CT INFLOW II aims to support partner countries in their efforts to prevent and disrupt terrorist networks and the activities of recruiters to terrorism, cutting off terrorist funding, and bringing terrorists to justice, while continuing to respect human rights and international law.

Active since 2024, CT INFLOW is expanding CT cooperation and networking between the EU, the MENA region, and other countries in Sahel and East Africa, among other achievements.
