Description

Transnational terrorist and extremist networks exploit technology to operate across borders, generating risks that extend to Europe. These threats destabilise communities, undermine institutions, and facilitate cross-border attacks if left unaddressed. In a context of evolving terrorist and violent extremist threats, , effective and evidence-based CT-P/CVE is essential to protect European security. Strengthening institutions, enhancing community resilience, and enabling coordinated regional and international responses abroad while upholding human rights and the rule of law ensures that the internal security of the EU is safeguarded.

As part of the EU’s wider CT-P/CVE toolbox, the EU GTp complements other instruments by focusing on global and trans-regional threats.It supports partner countries and communities in preventing and countering terrorism through the development and implementation of strategies, strengthened law enforcement and judicial cooperation and capacities, and creating the space for multilateral engagement. Actions combine operational support, capacity-building, and whole-of-society interventions, rooted in human rights and genderinclusion. Addressing emerging challenges, including reintegration of returnees, terrorist financing, and the misuse of new technologies, it ensures EU efforts translate into tangible security and stability outcomes globally.
